He is a former public school teacher, charter network administrator, and leader in a state education agency. His areas of policy focus include school enrollment, funding, and governance with an emphasis on student individuality and family autonomy.

Sam has drafted and amended education legislation for numerous states and works with nonprofits and advocacy organizations supporting education across the nation. Sam is a graduate of the University of California, Berkeley and of the University of Colorado at Boulder. He lives with his family in Oklahoma City.
